MEDREGION prevede di assistere le Autorità Competenti nell’attuazione del secondo ciclo della Marine Strategy Framework Directive (MSFD) e ha un ruolo strategico nel quadro della Common Implementation Strategy (CIS). Le Autorità Competenti sono coinvolte e consultate durante tutto il progetto, in modo che i risultati rispondano alle loro esigenze, siano da loro “avallati” e siano in un formato che può essere messo direttamente in uso per l’implementazione della MSFD su scala nazionale e regionale / livello subregionale nel Mediterraneo.

Il progetto affronta due gruppi di descrittori, descrittori della biodiversità e descrittori dell’inquinamento, selezionando indicatori e impostando condizioni e soglie di riferimento, integrando più indicatori, criteri, componenti dell’ecosistema.

Il lavoro da svolgere nell’ambito del progetto MEDREGION, oltre a mirare a collegarsi con il lavoro nell’ambito del progetto EcAp (The Ecosystem Approach) ed essere in linea con i nuovi requisiti decisionali GES (2017/848/UE), si baserà su progetti precedenti eseguiti nel Mediterraneo, come ActionMed, MedCIS, IDEM, INDICIT e QuietMed. Il catalogo delle misure di gestione già prodotte nel progetto MEDCIS sarà popolato con misure stabilite per i descrittori relativi alla biodiversità e verranno intraprese le analisi delle caratteristiche comuni delle misure a livello subregionale e regionale.

MEDREGION contribuirà alla condivisione di informazioni e metodi tra gli Stati membri, per analizzare le lacune esistenti, i punti in comune e le differenze nei programmi e sottoprogrammi di monitoraggio, nonché a valutare la comparabilità dei dati nella regione mediterranea e contribuire alle valutazioni degli attuali Programmes of Measures (PoMs) per comprendere se rispettano i criteri e gli standard metodologici fissati dalla nuova decisione GES. Si verificherà infatti l’applicabilità dei metodi sviluppati all’interno del progetto in contesti reali: verranno effettuati due studi pilota, uno nella sottoregione del Mare Adriatico e un altro nel Mediterraneo occidentale.

Mentre la MSFD entra nel suo secondo ciclo di attuazione, si prevede anche che venga stabilita l’integrazione con altre Direttive, in particolare con la Direttiva sulla pianificazione dello spazio marittimo (MSP). Il progetto integrerà quindi attivamente i risultati dei progetti MSP in corso che si svolgono nel Mediterraneo orientale e occidentale, aumentando notevolmente le sinergie tra i processi MSFD e MSP.

Il team scientifico di MEDREGION è collegato attraverso una vasta rete europea e mondiale a comunità scientifica, istituzioni e stakeholders. Questa rete può essere utilizzata dal progetto per promuovere i risultati/deliverable e garantire che il lavoro non sia duplicato ma che fornisca un valore aggiunto. Il coinvolgimento della Regional Sea Convention (UNEP/MAP) garantirà l’eliminazione di sovrapposizioni e migliorerà le sinergie tra le iniziative EcAp e MSFD nella regione assicurando che i vari progetti relativi a MSFD/EcAp si rafforzino a vicenda.

MEDREGION envisages to assist the Competent Authorities in the implementation of the second cycle of the Marine Strategy Framework Directive (MSFD) and has a strategic role in the frame of the Common Implementation Strategy (CIS). The Competent Authorities are involved and consulted throughout the project, so that the projects results will respond to their needs, will be ‘endorsed’ by them and are in a format that can directly put into use for the facilitation of the MSFD on national and regional/subregional level in the Mediterranean.

The project addresses two clusters of Descriptors, Biodiversity descriptors and Pollution descriptors, by selecting indicators and setting reference conditions and thresholds, integrate multiple indicators, criteria, ecosystem components.

The work to be performed within the MEDREGION project, besides aiming to link with the work under the EcAp (The Ecosystem Approach) project and be in line with the new GES decision (2017/848/EU) requirements will build on previous projects performed in Mediterranean, such as ActionMed, MedCIS, IDEM, INDICIT and QuietMed. The catalogue of management measures already been produced in MEDCIS project will be populated with measures established under the biodiversity-related descriptors and the analyses of the commonalities of the measures on sub-regional and regional level will be undertaken.

MEDREGION will contribute to sharing information and methods among MSs, to analyse the existing gaps, commonalities and differences in the monitoring programmes and subprograms as well as assess the comparability of data in the Mediterranean region and contribute in supporting assessments of the current Programmes of Measures (PoMs) trying to see how well they address the criteria and methodological standards set by the new GES decision. Indeed, it will test the applicability of methods developed within the project in real contexts: two pilot studies will be carried out, one in the Adriatic Sea subregion and another in the Western Mediterranean.

As MSFD enters its second cycle of implementation, it is also expected that the integration with other policy frameworks in the marine realm will be established, particularly with Maritime Spatial Planning Directive (MSP). The project will therefore actively integrate the results of the ongoing MSP projects taking place in both Eastern and Western Mediterranean, therefore greatly increasing the synergies between MSFD and MSP processes.

MEDREGION scientific team is also connected through an extensive European and worldwide network to relevant scientist, policy makers and other stakeholders. The members also have many personal contacts among individual experts, scientific institutes, governments and industries. This network can be used by the project to promote the outcomes/ deliverables and ensure that he work is not duplicated but added value is provided with the appropriatre synergies. The involvement of the Regional Sea Convention (UNEP/MAP), will ensure the avoidance of overlaps and will enhance synergies among EcAp and MSFD initiatives in the region ensuring that the various MSFD/EcAp related projects will strengthen each other.
