WEB SITE It is a network of the European INTERREG III C West Zone program, dealing with the issue of landfills no longer in operation both in terms of risk problems for the environment and for the population, and the opportunities for reuse of materials and areas. The project began in January 2005 and lasted 36 months, with an overall budget of Euro 1,324,200.00. The project was aimed at sharing experiences and knowledge relating to the reuse of landfills no longer in operation or nearing completion. Project participants shared their studies, management and technical experiences, in the form of seminars, study trips, work notes, reports, a six-monthly newsletter, and a dedicated website. The project outputs are four, the first concerns the management and coordination of the project, and the other three consist in the creation of papers and study trips on three themes: landfill monitoring and risk assessment; post-production management; the reuse of landfills. 22 institutions or research centers participated in the Sulfanet project. The role of CORILA CORILA participated in the activities of the network and in the study seminars, contributing in particular to the fourth component of the project, that relating to the reuse of landfills, whose responsible partner is GESCO environment. CORILA organized the seminar and study trip on the reuse of landfills held in Venice in May 2006 and having as its object the intervention on the San Giuliano landfill. Management of former landfill sites

In all European countries, landfills represent a significant environmental problem: often these are works built with obsolete technologies, for which it is necessary to evaluate and monitor the risks to which the population and the environment are exposed, and to implement redevelopment or insecurity.
These are interventions that require a substantial financial commitment on the part of the community.
Some opportunities for reuse of landfills make it possible to increase the collective economic benefits of these interventions: often the landfills are located near urbanized areas, and can lend themselves to interventions of transformation of use of the areas that increase the quantity of services offered or improve the efficiency of the urban system, for example through the redesign of infrastructure systems.
In some cases it will also be possible to reduce the amount of the financial commitment by initiating practices for the reuse of the materials supplied, this is the case of landfills with inert materials.
SUFALNET intervened on these issues by initiating the development of a common guideline for EU countries on the specific issue of redevelopment, reuse and management of landfills no longer in operation or close to completion.
The specific objectives of the project, instrumental to the pursuit of the general objective of reducing environmental and health risks, concern:
– the identification of experiences and best practices in the field of characterization, redevelopment, reuse and post-closure management of landfills;
– the solicitation of national, regional and local administrations to initiate landfill redevelopment and reuse programs;
– improving the efficiency and effectiveness in the management of old landfills;
– raising awareness of the possible collective economic benefits associated with the reuse of landfills, and improving the collective perception of old landfills;
– the inclusion of the problem of disused landfills on the European agenda.
The project includes 6 study trips: Den Bosch (Holland) for the start-up, Vilnius (Lithuania) on the characterization of landfills, Venice for reuse, Asti for post-closure management, Wielkopolska (Poland) again for reuse, and finally Brussels (Belgium) for the closure of the project and the recommendations to the EU.
The project will end with the production of a report on good practices and recommendations regarding policies for securing and reusing landfills.
The lead partner of the project is the Province of North Brabant, which is based in Den Bosch (The Netherlands).
